Dear Ms. (hiring persons full name):
1st Paragraph • Tell why you are writing; name the position, or field, or general career area about which you are asking. Tell how you heard of the opening or organization. Refer the reader to the enclosed application form or résumé.
2nd Paragraph • Clearly illustrate what you have to offer and why the employer should be interested in you. Mention one or two of your qualifications you think would be of greatest interest to the organization and relate them to the employers needs. Tell why you are interested in the employer, location or type of work.
3rd Paragraph • Mention that you plan to take the initiative in making the next contact with the employer whenever possible. E.g. "I will call you in one week to confirm the receipt of my résumé and to discuss the possibility of scheduling an interview."
