SUBJECT: PY 2004 WIA Contract Package

Background:  The Connecticut Employment and Training Commission has approved the allocations sent in draft via AP 04-06.  They are now final, and the PY 2004 contract package is being provided.

Policy:  Please find as Attachment 1, the WIA PY 2004 DOL contract package for new WIA funds.  These funds are to be kept separate from your PY 2003 WIA funds.  The adult and dislocated worker funds were given to us by USDOL under the categories of PY 2004 and FY 2005.  That means for drawdown purposes, PY 2004 funds will be available July 1, 2004, and the FY 2005 portion will become available October 1, 2004.

The PY 2004 contract package requires that all questions be addressed.  The performance levels negotiated for PY 2003 should be utilized in this PY 2004 contract package.  Further information on the use of PY 2003 standards in PY 2004 will be provided separately.

Please submit three originally signed copies of this contract to Michelle LaRose, Connecticut Department of Labor, WIA Administration, 200 Folly Brook Boulevard, Wethersfield, CT 06109.  We are requesting that these contracts be submitted by June 18, 2004, so that processing of the grants can be done in a timely manner.
