America's Workforce Network

Background:  Distance learning education and training programs are becoming more prevalent, especially in light of on-line programs offered via the Internet.  This is to establish the policy of the Connecticut Department of Labor regarding distance learning for the Eligible Training Provider List (ETPL).

Policy:  All organizations applying for Eligible Training Provider Status and the Eligible Training Provider List who offer education or training via distance learning must have an approval letter from the State of Connecticut Department of Higher Education (DHE).  Evidence of the provider’s permanent physical presence in Connecticut is necessary.  Permanent physical presence may be defined as maintaining a telephone number or post office box/address within Connecticut.  This policy, which is consistent with DHE’s policy for private occupational schools offering distance learning, will apply to vendors offering education or training programs on-line, by mail, or by any other method.
