SUBJECT: Final WIA PY 2002 Performance Information

America's Workforce Network

Policy:  Attachment B is each individual area’s PY 2002 final performance data.  This information has been computed using the eight WIA areas in operation during PY 2002.  It will be used in the determination of performance sanctions and any incentives that may be available for PY 2002.  Please carefully review this final information.

A process to implement required sanctions will begin shortly.  Each area will receive notification of their performance status over the next few weeks.

Attachment A
Summary of Incentive & Sanctions Criteria
(from AP 01-13 Change 1)



  1. Applied if a Board’s performance on any one of 17 measures falls below 80%.
  2. Sanctions become more stringent for:
    1.  failure on customer satisfaction measure;
    2. three or more total measures below 80%;
    3. two years of sanctions.


  1. Qualifying gate is reaching 80% of target on customer satisfaction.
  2. Incentives are then considered separately for each of the program categories (adult, dislocated workers, youth).
  3. To qualify in a category, a Board must:
    1. have no measure below 80%;
    2. average at least 100% across the program category.
  4. Incentive pools are set at 100% average and 110% average.  Funds in each pool are based upon a formula that provides a base amount and a proportional amount.
