SUBJECT: Final WIA PY 2002 Performance Information
Policy: Attachment B is each individual area’s PY 2002 final
performance data. This information will be used in the determination of performance sanctions and incentives for PY
2002. Please carefully review this final actual versus negotiated performance levels.
If you have any questions, please contact Steve Litke at
(860) 263-6599 by May 8th, as final incentive awards will be made
after that date. To assist you in this process, we have included a summarized description
of the incentive award criteria (Attachment A). Specific information can be found in AP 01-13 Change 1.
Summary of Incentive & Sanctions Criteria
(from AP 01-13 Change 1)
Applied if a Board’s performance on any one of 17 measures falls below 80%.
Sanctions become more stringent for:
failure on customer satisfaction measure;
three or more total measures below 80%;
two years of sanctions.
- Qualifying gate is reaching 80% of target on customersatisfaction.
Incentives are then considered separately for each of the program categories (adult, dislocated workers, youth).
To qualify in a category, a Board must:
- have no measure below 80%;
average at least 100% across the program category.
Incentive pools are set at 100% average and 110% average.
Funds in each pool are based upon a formula that provides a
base amount and a proportional amount.
