SUBJECT:  MIS Conversion from WIA IBM to CT Works Business System (CTWBS)

Background:  AP 03-03 provided you with notification of the conversion process from the WIA IBM system to the CTWBS system and the timeframes for the conversion.  This issuance is to ensure that you are aware of the deadlines we have developed and to provide you with additional information on the need for collection of certain WIA barrier items.

PolicyThe WIA IBM system will be closed on August 1, 2003.  Reports will then be generated that may be used in meeting our federal reporting requirements.  In order to ensure timely reporting and accurately calculate performance levels for PY 02, all data must be entered by the close of business on Friday, August 1, 2003.

A decision on whether the IBM system may be used for the collection of WIA follow-up information on clients exited up through 6/30/03 will be made shortly and reported to you.

Additionally, we would like to advise you that the CTWBS system is not at this time collecting the following “barriers to employment” information items on youth:  single parent, limited English, serious barriers, and below grade level.  Please record this information in each client’s file.  When the CTWBS can accommodate these items, you will have the record to reference for data entry into the CTWBS.  It is recommended that each office keep a tickler file or list of clients so that once the CTWBS can accept data entry on the above-referenced barriers for youth, information on all applicable clients will be included.
