SUBJECT:  Revision to WIA Registration Form

Background:  The Workforce Investment Act provides that individuals with educational attainment that is one or more grade levels below the grade level appropriate to the age of the individuals can utilize the 5% window category.  If WIBs were utilizing this 5% category, they would currently use the category other barrier.  We felt however, that we should have a separate category for this characteristic.

 

Policy:  Attached is a revised WIA registration form with the category below grade level (in-school youth) as a separate category.  We are currently having new forms made up with this category included.  You may however, continue to utilize the old registration form.  Please manually record the below grade level barrier in the Barriers to Employment section.  The IBM system has been updated so that with registrations beginning July 1, 2002, the item below grade level (ISY) will appear on the appropriate screens.
