SUBJECT: Required Board Policy on Senior Community
Service Employment Program (SCSEP) Participants in WIA
Background: On May 16, 2001, the Connecticut
Department of Labor issued WIM 01-13, which provided federal TEIN 15-00
discussing the implementation of the Older American Amendments of 2000.
The purpose of this issuance is to require that all local Boards develop a local
policy on the eligibility of SCSEP participants.
Policy: Section 510 of the Amendments to Title V
of the Older Americans Act of 1965 states:
“Eligible individuals under this title may be deemed by
local workforce investment boards established under Title I of the Workforce
Investment Act of 1998 to satisfy the requirements for receiving services under
such title that are applicable to adults.”
We are requiring that all local Boards adopt an official
position on this issue. Each Board has the option of 1) deeming that all
SCSEP participants are automatically eligible for intensive and training
services; or 2) deem that SCSEP participants must follow the same eligibility
procedures as other WIA participants.
If automatic eligibility is adopted, the Board must
require that a finalized copy of the SCSEP client intake form be kept in the
registrant’s file as the documentation for automatic eligibility.
We also suggest that each area address this issue in the
memorandum of understanding between the local Board and the local SCSEP
