SUBJECT: PY 99 JTPA Incentive Awards

Background: After AP 01-18 announcing the PY 99 JTPA incentive awards was issued, we received correspondence asking us to reconsider our decision to waive the 85% expenditure requirement to qualify for the second round portion of the distribution of incentive awards. While we believe the principles cited in our issuance providing the waivers were, and still are appropriate, we also recognized that one area did achieve all the original requirements of the incentive policy concerning expenditures and should be rewarded for exemplary performance.

This issuance is to provide for an appropriate reward to the area achieving all of the original PY 99 incentive requirements, while also maintaining the original incentive award amounts provided to the other areas.

Policy: Attached are final PY 99 JTPA incentive awards. They are the same amounts as contained in AP 01-18 for all areas except the New London/Norwich SDA. This SDA was rewarded for its exemplary performance in the area of JTPA expenditure rates by being allotted with 50% of the original second round pool. The other qualifying areas split the remainder of the available funds, and the Department of Labor added additional PY 99 JTPA 6% funds transferred to WIA, so that no area had their original incentive award allocation reduced. We believe this solution is fair and equitable to all areas, while still rewarding the area with the highest expenditure rates with extra incentive funds for excellent performance.

Please submit your contract packages as soon as possible so that we can make these funds available to you in a timely manner.
