SUBJECT: Assessment of Work Readiness Skills for Younger Youth Under the Workforce Investment Act (WIA)

Background: AP 01-14 should have defined the minimum annual goal when assessing work readiness skills for younger youth.

Policy: When using the modified Employability Competency System (ECS) approach in the assessment of work readiness skills for younger youth, a minimum annual goal is defined as an increase of at least three levels. The three-level gain may all be within one work readiness area, or one level in one area and two levels in another area, or one level in each of three areas; as long as the total gain is three levels, it constitutes the requisite minimum for a goal.
