SUBJECT: Assessment of Work Readiness Skills for Younger
Youth Under the Workforce Investment Act (WIA)
Background: AP 01-14
should have defined the minimum annual goal when assessing work readiness
skills for younger youth.
using the modified Employability Competency System (ECS) approach in the
assessment of work readiness skills for younger youth, a minimum annual goal
is defined as an increase of at least three levels. The three-level gain may
all be within one work readiness area, or one level in one area and two
levels in another area, or one level in each of three areas; as long as the
total gain is three levels, it constitutes the requisite minimum for a goal.
