SUBJECT: WIA IB Soft Exit Reporting and Exiting  

America's Workforce Network

Background:  The WIA reporting requirements necessitate that an individual no longer active in a WIA IB-funded activity, partner activity, or in a holding pattern before a new activity is to begin, has no more than 90 days before they must be exited from the WIA system.  This issuance is to ensure that all WIA areas are aware of the soft exit requirement and to let you know that we have developed an early warning system that will warn all local WIBs of those participants in the IBM system who are in danger of being soft exited.

Policy:  Effective April 2001, the Connecticut Department of Labor will provide to all areas, a monthly listing of all registrants who have been inactive for at least 60 days.  The initial report will provide you with all such registrants going back to July 1, 2000.  After your review, to make any corrections as necessary to their records, we will begin utilizing an automatic soft exit system.

The automatic soft exit will work as follows:

What will be received When
Initial report - will contain all WIA registrants with 60 or more days of consecutive inactivity April
WIA registrants with 60-90 days of consecutive days of inactivity  Monthly(May-July)

Who will be exited  When will they be exited
All WIA registrants who between 7/1/00 and 12/31 had 90 consecutive days in inactive status  May 8th
All individuals with 90 consecutive days of inactivity as of January 31, 2001 June 8th
All individuals with 90 consecutive days of inactivity as of February 28, 2001 July 8th
All individuals with 90 consecutive days of inactivity as of March 31, 2001 August 8th
