SUBJECT: PY 99 JTPA Titles IIA and IIC Performance Standards and Actual  Performance  

Background:  The PY 98-99 Governor’s Coordination and Special Services Plan (GCSSP) for JTPA contained the performance incentive award system to be used for PY 99 JTPA performance.  The State was given the option under WIA, as to whether incentive funds for PY 99 performance would be rewarded.  We have decided to follow the procedures as defined in the GCSSP, which was the same as PY 98.

Policy:  Attachment A contains each SDA’s Titles IIA and IIC service levels to individuals with barriers to employment.  No SDA can receive any incentive awards if they have not had a minimum level of 65 percent for both Titles IIA and IIC.

Attachment B contains each SDA’s out-of-school youth percentages.  A minimum of 50 percent is required for an SDA to be initially eligible to receive Title IIC incentive awards.

Attachment C contains each SDA’s model standards and actual data.  Also included before each SDA’s performance, is a summary on how each SDA performed against the six performance measures and their eligibility for incentive awards.

All WIA areas should closely review this data and contact Cindy Cyr at (860) 263-6596 by March 23, 2001 if there are any questions on the data.  If there are no other revisions in the standards or actual data by March 23, this performance will be considered final.
