SUBJECT: Workforce Investment Act of 1998, Section 129 – Competitive and Non-Competitive Procedures for Providing Youth Activities under Title I

Background:  Attached is federal Training and Employment Guidance Letter No. 9-00, which provides policy guidance to state/local workforce investment areas on procedures for providing local youth activities under Title I, Subtitle B of the Workforce Investment Act (WIA) of 1998.  The purpose of this policy memo is to adopt the attached federal issuance as official state policy.

Policy:  The attached TEGL provides guidance regarding administrative procurement procedures and the extent to which providers of youth services, such as the program design framework component, the ten program elements, and youth services delivered in a One-Stop setting, must be selected.

The State of Connecticut is adopting all such guidance and each area should review current policies to ensure compliance with this issuance.  Please be advised that state monitoring will be based upon each area’s compliance with the requirements set forth here.

Additionally, the state intends, where necessary, to provide further guidance (including through the dissemination of best practices) on areas where workforce investment areas express a specific need.
