SUBJECT: Partner Participants Access to WIA Services
During this period of Workforce Investment Act
implementation, it is important to ensure access to WIA services by all
customers. Specifically, we are concerned about the integration of the
Jobs First Employment Services (JFES) program within the One-Stops. When
designing the client flow within the One-Stop, JFES participants should not be
subject to more restrictive eligibility requirements than any other individuals
in accessing WIA services.
TANF recipients are specifically identified in WIA
legislation as priority customers and receive core and intensive services by
participating in the JFES program orientation and case management services.
JFES participants are prime candidates for other WIA intensive services and
training. Boards should not be designing a client flow that makes it more
difficult for JFES participants to receive WIA intensive and/or training
services, such as ITAs, than any other One-Stop customer.
