SUBJECT: Reallotment and Reallocation of WIA Area Funds

As you are aware, the issues surrounding the reallotment and reallocation of PY 2000 WIA area funds based upon required obligation rates has been a major concern to all of us. Working closely with the Office for Workforce Competitiveness and the CETC Planning Committee, we have revised our state policy regarding PY 2000 funds, while reaffirming our commitment to fully implement the procedures set forth in AP 01-03 at the end of PY 2001.

The revisions adopted by the CETC Planning Committee were as follows:

  1. Any area without 80 percent of their PY 2000 WIA funds obligated by December 31, 2001 shall have pursuant to WIA Sections 127 and 132 the amount by which they are below 80 percent deobligated, and those funds shall be reobligated equally to areas exceeding 80 percent obligation.
  2. All areas shall develop monthly plans of expenditures for the remainder of PY 2001, and report expenditures against their plans on a monthly basis. Staff from Quality Program Review will compare expenditures against planned expenditures.
  3. The state shall fully implement the reallotment and reallocation procedures for PY 2001 funds.
