SUBJECT: Assessment of Basic Skills for Younger Youth under the Workforce Investment Act (WIA) 

Purpose:  To provide an extension of the phased implementation provision of the policy regarding the use of the Connecticut Mastery Test (CMT) and the Connecticut Competency System (CCS) for the testing and assessment of basic skills for younger youth (14-18) under WIA.

Policy:  Boards who have not yet obtained CMT scores, or who are experiencing delays or other operational problems associated with the use of the CMT in the assessment of basic skills for younger youth, may use the CCS.  The CCS may be used for determining eligibility, establishing baseline scores for basic skills to set annual goals for each youth, and measure goal attainment for the WIA program year ending June 30, 2001.
