SUBJECT: Additional Clarification on Recording
of Skill Attainment Goals
Background: Questions have been
raised about whether goals set for younger youth can remain open for up to one
year, despite whether or not the individual exited before the year was up.
We have consulted with the U.S. Department of Labor on the issue and are issuing
Policy: The following procedures
shall be followed by all areas in the recording of skill attainment goals.
The younger youth skill attainment rate is
unlike other measures in that it is not exit based. It must be remembered
though, that the attainment of any of the skill goals set must happen while the
youth is active in services. The provision that the failure be recorded in
the quarter one year from the quarter in which the goal was originally set
applies to those participants active in the program. Persons who exit
services prior to completing set goals must have the failures recorded at the
time of exit and not recorded at a later date.
A system edit will be developed to ensure this
process is being followed.
