SUBJECT: The Use of the
Eligibility and Certification for Dislocated Workers Form, WIA-5
Background: A number of concerns
have been raised regarding the use of, and the timing of the use of, the
Eligibility and Certification for Dislocated Workers Form, WIA-5. The
WIA-5 is to be used in determining WIA Title 1B eligibility for dislocated
workers. The purpose of this modification is to clarify those points.
Policy Guidance: The local policy,
relative to the one-stop design and plan, that has been agreed to by all the
partners and implemented by the One-Stop operator, is the overall guidance for
the implementation of Title IB on the local level. The use of the
Eligibility and Certification for Dislocated Workers Form, WIA-5, should be
considered within this context. It should also be used with care to best
serve workers and not create false expectations.
Since the Workforce Investment Act is ?Work
First? legislation initially core and intensive services should be emphasized.
Unfortunately, the completion of the Eligibility and Certification for
Dislocated Workers Form paperwork can lead workers to conclude that they are
eligible, and immediately eligible, for training. Consequently, at this
time, it is recommended that the form be used in conjunction with the personís
actual registration (unless an agreement has been reached, or a policy set
within a region which states the policy differently).
In all instances, if a person requests
certification and meets the eligibility criteria, then the WIA-5
should be completed and provided to the customer at any time.
