SUBJECT: Carry-Over of JTPA Participants to WIA 

Background: As a result of meeting with WIA staff on July 19 on MIS issues, we have developed the following procedures for the closure of JTPA and the MIS system and the carry-over of enrollees/participants into WIA.

Closeout of JTPA

The JTPA IBM MIS will remain open for input of all JTPA transactions for PY 1999 until 4:00 p.m. on July 31, 2000. After that date, access to the system will be denied. If you absolutely need to have any revisions/changes after that date, they can only be accomplished by first contacting Cindy Cyr at (860) 263-6596 or Stephen Litke at (860) 263-6599.

Carry-Over of JTPA Enrollees/Participants

1. All JTPA applicants (JT61) with an application date of May 12, 2000 or later will be carried over into (WI61).
2. All JTPA enrollees with an application date of May 12, 2000 or later (JT60) will be carried over into theWI60.
3. All active JTPA participants as of June 30, 2000 will be carried over into the designated WIA contract number, according to the list handed out at the July 19 meeting.
WE URGE YOU TO UTILIZE THE JT60 SCREEN FOR CARRY-OVER INDIVIDUALS. If you enter a client into the system in the JT61 application screen and they are carried over as an applicant, you will need to complete new WIA characteristic information to enroll the individual.

Also, please remember that only those individuals enrolled into an actual WIA activity are counted in performance.

Objective Assessment Only

All active objective assessment participants must be reviewed individually by each local Board. A decision must be made as to which of these individuals (if any) will be carried forward into WIA. A list of carry-overs must be sent to Cindy Cyr no later than July 27, 2000.

Older and Younger Youth

The determination on what program (older or younger youth) the individual will be carried into will be based upon the individual's age at eligibility determination. The contract numbers for use in the IBM system have a two-digit code number assigned by us of 01 for younger youth and 02 for older youth. The rest of the six-digit number will be assigned at the discretion of the local areas.

8% Education and Older Worker Participants

All participants active in 8% (53's) and Older Worker (85's) JTPA contracts as of June 30, 2000 will be carried over under the local area serving them as either adults, older youth, or younger youth.

40% Profiling Participants

All 40% profiling participants not terminated as of June 30, 2000 will be carried over into a statewide contract number that will be assigned by the Connecticut Department of Labor. Profiling staff will be responsible for the tracking of those participants through their exit.

40% SDA Contract Participants

Each area should carefully review their Title II 40% participants from PY 99 JTPA. Any carry-overs will go into a WIA area dislocated worker contract assigned by the local area.

Summer Youth

When entering summer youth who enrolled before June 30, please make sure you use the JT60 (enrollment screen) for data entry for the reasons stated earlier.
