SUBJECT: Exclusion of Profiled Clients from WIA Enrollment Requirements

Background: During the last several years of JTPA, Job Center staff were funded with JTPA dollars to provide workshops to profiled clients. After those clients completed the first three workshops (Orientation, Managing Change, World of Work), an enrollment into EDWAA Title III was required. As we were completing JTPA and moving to WIA, a decision was made to reexamine the requirements on profilers in the new WIA system.

Policy: Based upon this review, a decision has been made that profilers enrolled in any group workshops (beyond and including the initial three mentioned above) on or after July 1, 2000 need not be enrolled into WIA. Enrollment requirements for those clients receiving individualized services (including profilers) should be based on state guidance/policy regarding WIA registration provided in AP 00-09.

Please be aware however, that if you have provided profiling services for individuals enrolled in JTPA who will be carried over into WIA, you will maintain responsibility for the completion of the client record under WIA.

Training will be provided during the month of August on the new forms to track existing (carry-over) clients to staff in the Job Centers.
