SUBJECT: Monitoring System Under the Workforce Investment Act (WIA)

Purpose: To transmit guidelines for the establishment of a Workforce Investment Area monitoring system under the Workforce Investment Act (WIA).

Policy: Each Regional Workforce Investment Board (RWIB) must establish a monitoring system as part of their oversight responsibilities detailed in the Workforce Investment Act. While ultimate design of the system is up to each SDA, the following elements must be included at a minimum:

1. All monitoring procedures must be in writing.

2. Monitoring duties must be assigned to a specific individual(s) and/or committee.

3. A monitoring schedule must be written for each program year. This monitoring schedule must include at a minimum:

a. review of all service providers;
b. review of all management systems;
c. provide for follow-up on each monitoring;
d. reporting procedures that ensure:
    • all findings are documented;
    • all findings are reported in writing to the appropriate parties;
    • all deficiencies are noted along with their resolution;
    • follow-up is completed to ensure all corrective action has been implemented.
4. Work tools (papers) must be developed that measure progress towards achievement of performance standards and coordination mandates and ensure compliance with WIA and, at a minimum, with all applicable:
  • federal laws and regulations;
  • state laws and policies;
  • SDA level policies and agreements;
  • the state and local 5 year strategic plans;
  • the terms of all contracts entered into under the jurisdiction of WIA;
  • under youth programs, the Levitan Principles and PEPNETís criteria for effective youth employment practices.
