SUBJECT: Development of Administrative Procedures for the Workforce Investment Act 

The Department of Labor was designated by the Governor to be the state's administrator for Title IB of the Workforce Investment Act. The Labor Department continues to work closely with the Office for Workforce Competitiveness (OWC) and the Connecticut Employment and Training Commission, addressing those issues critical to the successful implementation of the Workforce Investment Act. As administrator, the Labor Department is responsible for developing those administrative procedures that will be used in fulfilling its mandated roles and responsibilities. In order to facilitate this process and communicate with our WIA partners, we will begin issuing Administrative Procedures memos that will be numbered with a
two-digit year and a two-digit procedures number. We will also issue WIA Informational Memos (WIM) with the same numbering structure.

These procedures and informational memos will be sent to: Board Directors, Board Chairs, Grant Recipients, and Fiscal Agents. Courtesy copies will be distributed to Commissioner Butler, Deputy Commissioners Townsley and Zurbrigen, Job Center Directors, OWC, Mary Ann Hanley, and the CETC Chairperson Wallace Barnes.
