The
Connecticut Employment and Training Commission (CETC)
The Connecticut Employment and Training
Commission (CETC),
established in
1989 as Connecticut's highest workforce development policy body, is charged with
overseeing and improving the coordination of all education, employment and
training programs in the state. The CETC has developed the state's Human
Resources Investment Goals for the 21st Century, and provides an effective
vehicle to continuously develop state and local policies, processes and
structures to achieve its workforce investment goals. The prior existence of the
CETC positioned Connecticut advantageously for
implementation of the Workforce Investment Act of 1998 (WIA), because the
composition of the Commission closely paralleled
the requirements of WIA. The majority of its 24 members are from business and
industry, with the rest representing state and local governments, organized
labor, education and community-based organizations. Chaired by Wallace Barnes,
the CETC has been designated by the Governor as Connecticut's state-level
Workforce Development Board for the purposes of implementing WIA.
The
Governor's Jobs Cabinet
The
Governor's JOBS Cabinet, created
pursuant to Executive Order No. 14 on April 12, 1999, establishes the implementation
arm for statewide policies developed by the CETC. It is charged with
exploring, identifying and reporting on policies and actions necessary
to ensure that Connecticut leads the nation in building a well-trained
and employed workforce. The JOBS Cabinet is chaired by Mary Ann Hanley,
the Director of the Governor's Office for Workforce Competitiveness.
The Cabinet includes the following members: the Commissioners of
Labor, Economic and Community Development, Education and Social Services;
the Secretary of the Office of Policy and Management; and the Chancellor
of Community Colleges.
The Office for Workforce Competitiveness (OWC)
The Office for Workforce Competitiveness (OWC), also created by Executive Order No. 14, is intended to focus on the changes needed to prepare Connecticut's workforce for the rapidly changing and competitive economy of the 21st Century. The OWC is directed by Mary Ann Hanley, who is appointed by and reports directly to the Governor and serves as her principal advisor on workforce investment matters as well as chairing the JOBS Cabinet. In this capacity, she is authorized to draw upon officials from any state agency for temporary assignment to the OWC, as well as to call upon any office, department, commission or other agency of the state to supply such reports, information and assistance as may be necessary or appropriate in order to carry out Executive Order No. 14. The OWC has a small staff to support both the CETC and the Governor's JOBS Cabinet.

Regional
Workforce Development Boards
Connecticut created Workforce Development
Boards in
1992. The membership of the Boards includes representatives of
community-based organizations, state and local organized labor, state and
municipal government, human service agencies, economic development agencies,
community-technical colleges and other educational institutions, including
secondary and post-secondary institutions and regional vocational technical
schools. Boards administer employment and training activities at the local
level in five regions of the state, working in partnership with local
elected officials. Under the Workforce Investment Act, Boards are given
increased authority for oversight, strategic planning, and policy-making at
the local level (in continuing close collaboration with local elected
officials).
