****New Form 8850 just released including new Long Term Unemployed target group.*****

*****The IRS has allowed for Retroactive Filing--Transitional Relief Period for the Work Opportunity Tax Credit program.***** 

For the new Long Term Unemployed Target Group start work dates from January 1, 2016- May 31, 2016 must be postmarked by June 29, 2016. 

All other target groups with Start Work dates from January 1, 2015 –May 31, 2016 must be postmarked by June 29, 2016.

 

 

 

 

alert Congress has re-authorized the WOTC program from  January 1, 2015 through December 31, 2019.   There has been an additional target group added-- Long Term Unemployed.  There will be updated forms and more information regarding the newest target group as guidance is provided by , but it is advised that employers continue to mail in the applications as usual.   

 

 

 

****Currently, US Department of Labor is updating the expired form ETA 9061 and will make it available to the employer/consultant community at WOTC’s website, www.doleta.gov/wotc.  Employers /consultants are instructed to either obtain those forms from the website (when released) or continue using the June 30, 2015 forms until further guidance is provided.****

 

 

 

 

**Congress has re-authorized the WOTC program from  January 1, 2014 through December 31, 2014 .  The IRS has allowed for retroactive filing, until April 30, 2015, of WOTC applications for start work dates from January 1, 2014- December 31, 2014, please see IRS Notice n-15-13.**

Effective January 1, 2014, the Connecticut Department of Labor will no longer require an Authorization for Disclosure (JS 182) for the WOTC Supplemental Nutrition Assistance Program (SNAP) target group. 

 

The Authorization for Disclosure (JS 182) is still required for the Department of Rehabilitation Services (DORS) vocational rehabilitation referrals.

12-10-2014 - Work Opportunity Tax Credit Policy Memo alert

Any employer who hired: 

  1. A qualified veteran between January 1, 2013 and March 29, 2013 has until April 29, 2013 to file their application for WOTC—the 28 day filing requirement is waived for that timeframe only.

  2. Any member of the other target groups between January 1, 2012 and March 29, 2013 has until April 29, 2013 to file their application for WOTC-- the 28 day filing requirement is waived for that timeframe only.

alert More Breaking News:

On January 3, 2013, the President signed into law the American Tax Payer Relief Act of 2012 (the Act), which authorizes an extension of the WOTC program. In summary, the Act:

  • Extends authorization for all veteran target groups (including those implemented under the VOW to Hire Heroes Act) to December 31, 2013.

  • Retroactively reauthorizes all WOTC non-veteran target groups, from December 31, 2011 to December 31, 2013.

  • Retroactively reauthorizes the Empowerment Zones, which determines eligibility for the summer youth target group, from December 31, 2011 to December 31, 2013.

  •  Does NOT reauthorize the Recovery Act disconnected youth and Recovery Act unemployed veteran target groups.

The new forms have arrived: Form 8850, Form 8850 Instructions and Form 9061  These new forms need to be used for any Work Opportunity Tax Credit application filed after October 29, 2012.

Effective November 22, 2011 President Obama signed into law The Vow to Hire Heroes Act of 2011 which extends prior WOTC categories: the Veterans receiving SNAP benefits, Veterans with a service connected disability  and Veterans with a service connected disability unemployed for at least 6 months and created a new target group for Unemployed Veterans (similar to the Recovery Act of 2009) unemployed for at least 4 weeks for a tax credit of up to $2,400 or unemployed for at least 6 months for a tax credit up to $5,600.
