Connecticut Manufacturing Innovation Fund

Apprenticeship Program

 

The Manufacturing Innovation Fund Apprenticeship Program provides financial assistance to Connecticut manufacturers that have a Registered Apprentice Program as well as, approved Apprentice Related Instruction Training Providers. The goals of the Manufacturing Apprenticeship Program are:

  • To support manufacturing companies in their efforts to train Registered Apprenticeship workers in the appropriate skills to meet current and emerging market needs and occupational skills.

  • To provide real time demand driven registered apprenticeship program that combines a structured work schedule of on the job training together with related classroom instruction. 

The Manufacturing Innovation Fund (MIF) Apprenticeship Program is a program to assist manufacturing companies provide training for their new apprentices that are registered on or after July 1, 2015.

The program is administered by the Connecticut Department of Labor and funded through the Department of Economic and Community Development’s Connecticut Manufacturing Innovation Fund.

The MIF Apprenticeship Program has three components:

Types of Assistance 

        1. Wage Subsidy Reimbursement:  The Manufacturing Innovation Fund Registered Apprenticeship funding per apprentice in manufacturing occupations is the "lesser" of the following:

  • Funding of $5 per hour multiplied by the total number of hours worked during the company's program per year by apprentice not to exceed more than 50% of the annual salary.

                                                     OR

  • Funding of $6,000 per qualified apprentice for year one and $7,000 per qualified apprentice for year two.

2. Related Instruction Tuition Reimbursement:  Reimbursement of apprentice tuition/training costs or payments on behalf of an apprentice duly registered with a qualified Apprenticeship Sponsor to a Related Instruction Provider chosen by the sponsor company and approved by the Connecticut Department of Labor Office of Apprenticeship Training shall not exceed $2,500 in year one and $1,250 in year two.

3. Competency/Performance Reimbursement:  Reimbursement of reasonable and customary costs for Competency/Performance registered apprenticeships that have interim credentials embedded in the work and related instruction schedules shall not exceed $1,000 in year one and year two.

Applicants may seek assistance in the form of a wage subsidy, tuition and credentialing reimbursement. The funds do not need to be repaid by the applicant, provided the applicant meets the deliverables and complies with the terms and conditions of the agreement.

Funding Amount

  • The Maximum funding for the three components is $9,500 per apprentice for year one and $9,250 for year two. 

  • The amount of any funding awarded under the Manufacturing Innovation Fund for any program year may not exceed the amount of money spent by, or on behalf of an apprenticeship sponsor with respect to such program year.

Program Requirements

 

  • Be a Connecticut Department of Labor Registered Apprenticeship Program Sponsor OR be an Approved Registered Apprenticeship Related Instruction Provider in the manufacturing trades

  • Registered Apprentices must be at least 16 years of age and working full time hours as defined by the industry

  • Companies applying for funds must be in "Good Standing" with the Department of Revenue Services (DRS) and the Department of Labor (DOL). Applications will not be processed unless in “Good Standing” with these departments. Clearances will be conducted by DOL.

  • “Letter of Good Standing” must be requested from DRS.  See link in application form below to obtain request form for DRS “Letter of Good Standing.”

Eligible Activities

Funds will become eligible to support the on the job learning and related classroom instruction for apprentices registered with the Connecticut Department of Labor.

Funding recipients must be a qualified Registered Apprenticeship Program Sponsor or approved Registered Apprenticeship Related Instruction Provider in the manufacturing trades. 

Ineligible Activities

The program specifically identifies the following activities as ineligible uses of the funds:

  • Debt restructuring

  • Ongoing operational costs

  • Loan payments

  • Costs related to the sale of disposal of business assets

  • Lobbying

Please note that completion of the application form does not guarantee that an Apprenticeship Program will be eligible for funding.

 

 

 

Timeline for processing an employer’s request is based upon the number of applications already received and availability of funding.   Eligible employers will be notified when their application is in the review process.
